125-200cc 125 and 144 case plugs?

OK small bore gurus... What was Husky trying to do with these cheesy plastic plugs poorly goo'd into these 4 little holes? I went in to replace a wet side seal leak and found one of the plugs just hangin' there. If the holes were threaded I'd think it was a tool fixture, maybe like a crank puller. But they're not threaded. The open one appears to be blind, with no hole at the bottom. My question is basically this: If Husky thought these needed to be "sealed" to prevent oil or air leaks into the crank case... wouldn't they have done something better? So, does anybody have a picture of the other side of this area?

I'm gonna clean out all the plugs, scrub the holes, and seal with Moto-Seal. But who's got the scoop on this? Thanks.

Originally for a seal retainer plate.
Decided weren't needed.
Plugged in case of possible casting pin holes.

Removed all the factory goo and filled with JB Weld.
