250-500cc 2001 WR-360 frame

I am looking to make my 2001 wr-360 street legal in my state and ran into snag. I powder coated my frame and the vin in not visible so I am now looking for a good clean frame with either a notorized bill of sale or title. Please let me know what you have. Have you sanded down the front right side of head stock on tube with fine sandpaper?
Often the numbers there just covered in aload of paint.
Unless your sandblaster really went at it.

The numbers where hard to read prior to blasting the frame so afterwards they were just about invisible. Also I have enough parts to build another 360 so I will use the powder coated frame to complete that build.
