2009 510te Starting Difficulty And How To Install Decompression Lever.

Hello thanks to this site managed to replace the cylinder head and cam cover gaskets and various other bits so thank you.
However after sorting the cable issue to the starter motor, I am now having difficulty starting or when it does start it loses power when opening the throttle.
I just tried to start and it popped or backfired and somehow managed to pop the (insert correct part name) out of the intake collar.

After I solve that, can someone explain how to reconnect the decompression lever cable to the bolt part on the engine.
The cable doesn't seem long enough and I'm not sure the correct orientation of the spring that sits between the part in the engine and the external part that connects to the cable/lever.
