It looks like I need to make an adjustment to my power valve. Do all the bolts come out, allowing the plate to slide out and is it possible to make some adjustments with the engine in the frame?

Looks a bit tight to me but i am not up for an engine out job if possible. Particularly as I have just put it back in.

Do you mean the rectangular cover on the front with the four bolts holding it on ? No adjustments can be done in that area, If assembled wrong the Barrel / Jug will need to be removed to make access easy.
Power valve governer can be removed easily without removeing the engine.

On my 03 wre, I managed to get it off, which I'll be honest surprised the hell out of me, as I'd read some where that you had to take the engine out to gain access, maybe I was lucky,
    Try your luck, I guess

can you put up a photo to check it's how I think it looks? I have wre, yes four little bolts holding on a plate near the front of the cylinder, right against the frame so close it's impossible to undo them and get it off. You can drain coolant, take cylinder off and then clean/ adjust it, but you don't have to take the whole lower end of the engine out. If it's the same as mine, you can take the exhaust off, then access the side of the cylinder and the mechanism to actuate the valve arm without touching the cylinder. Mine has a small bolt in it that keeps coming loose but it means the pv gets stuck open if that helps
