    Anyone know why theres a sleeve if axle rides inner race anyway?

    yup, all bikes pretty much have had them for a long time! keeps you from pulling the inner races inwards when tightening the axle.

    the outer race yes..
    but if you keep tightening the axle nut, pulling the swinger together tighter, the outer race stays put because of the lip you speak of. the spacers will push the inner races towards the hubs more and more binding the bearings unless there is a spacer between the two bearings..
