125-200cc exhuast port ?

looking up the exhaust spigot on my 08 cr 144 ... when the piston is all the way down it is still above the bottom of the exhaust ports. I'd say as much as a 1/4" is that the way it is suppose to be?? Or should piston top go all the way below the bottom of the port??
