Fork bleeding after oil change

    So I have rebuild an Öhlins 46mm fork out of my TM MX125, I replaced the oil seals, dust seals and sliders.
    Also gave it fresh oil, I can't bleed the air out of one of the fork legs, (other is fine).
    I filled it with oil and push/pulled the damper rod several times (about 15minutes), it was improving at first but then stopped I'm certain it still has air in it.

    How can I get the air out, or am I missing something.
    Could it be possible that an o-ring or seal or something is busted?
