125-200cc ignition timing or jetting?

    My jetting was perfect before rebuild but cant seem to get it back to normal. when at high rps it surges real bad almost like you are tapping the kill button. it seems to run fine on bottom and my plug looks great? Any ideas. I only notice it when revving in neutral but when Im riding it doesnt have top end like it did?
