Does the guide pivot on the triangular bracket?
There is a bushing in the bracket but not the same length (shorter) than the bushings in the wheels. When tightened the side plates to bow in slightly.

I inserted two .010" nylon spacers between the bracket and side plates and now moves with slight resistance when the larger bolt is torqued to 7 ft lbs.

    Is this correct?

correct....but you are missing the ruber roller on the mid one....2nd ruber is about 2/3 the size of lower one just smaller enough to allow top triangle to pivot without rubbing alot on mid one

I have that roller, I just removed it for the photo for a clearer view. Thanks
