Does anyone know how this REV limiter functions on an 08 TXC 250? I'd like to make sure my bike hits this thing at a very early stage ... Can it be reset or is this not possible?

I think it is built into the ECU and can not be reset.

The rev limiter is located on the right handlebar and is fully adjustable. You might be able to find a programmable shift light you can mount on the handlebars. Not exactly what you are after, but a visual reminder might be enough to keep you out of the top rpm's

I never worry - if you keep over-revving it, sooner or later the engine will let you know (they have a special warning device fitted which makes rattle/crunch/kerblam noises).

The Trail Tech Vapor shows a warning light when you need to change up and another one at the red line, both programmable, but it's a bit of overkill just to get those and it still won't actually stop you over-revving of course as you may not notice the lights. May be worth it though if you also wanted some of its other features (including a rev counter).
