I have just bought a 2014 TE310 and disappointed with the low down power as there is very little, it gets better when the revs get up but I prefer the power lower in the rev range. Can anyone suggest how I could improve the low down power?

Stock it is geared way too high. Go to a much larger rear sprocket. The stock gearing for a TXC is 13/50. I went to 13/47 and am happy with that. This is my preference as it allows me to run about 50mph comfortably on short stretches of pavement. Unfortunately, you will need a longer chain. Also, like robertaccio stated, need to fully derestrict it. There is a ton of information on this forum to do this. I added an FMF Powercore4 and JD Tuner and got additional snap throughout the rev range. But it runs pretty darn good with the stock pipe. 250/310's are tight when being run in. Will feel better after a few hundred klms. As mentioned above, make sure it is derestricted. Derestricted with full power map and 13/50 gearing should be OK. Keep the DB killer in the end of the stock muffler. If you want more bottom power, get a dealer to load Leo vince map (open pipe) and add a free flowing muffler. I have a 2010 tc250 muffler and it works. Oh and... don't ride it like a wr450f.
Lets back up a smidge. Like mentioned already, what gearing are you running? Is the bike uncorked yet? What mods have you done? The 310 is not a big bore thumper, so you will need to wring its neck to make power. Once we figure out your current setup, we can help guide you towards a solution.
Easy as pie.... 1) Replace air filter cage with "open" cage. 2) Remove cat from front of rear pipe. 3) Pull Velocity Stack and remove/cut away baffle. 3) Re-flash ECU to Open Leo Vince Map 3 Enjoy the engine Extras... gearing, Mobil1 0W-40 and Stainless filter. Gas tank spacers so tank clears radiator hose and fuel petcock doesn't sit on water pump. Spacers sold by Zip Ty or can stack 1/2" steel washers from a hardware store.
Since my new 310 has been in the shop since new, and I only put 12 miles on it before taking it in, I can't tell a lot, but a quick spin down the road told me that 50 mph with my 47 tooth rear is about "it". That's going to make keeping up with just about everyone I ride with a problem, at least until we get to the trail. A 50 tooth and maybe 55 on the road would be most excellent, but I wonder how much trail performance will be left. I don't race, and trails here are fairly open. My 310 is powered up. I may have to experiment a bit once I get it back with updated starter parts/gears.
During break in your bike will not go very fast. You need a good 10 hours on the engine before you can begin flogging it. With 13/48 I can hit 70 mph + 55 is easy to hold but these bikes are built for trails and don't do well on the street or at sustained high RPM's.
