It's a shame, but I'm not able to viably repair this TC250 for a friend's son. It looks like the new owner is going to stick a 2 stroke in it! 
It needed a new head
It had corrosion from the built-into-frame engine breather fall inside the tappet cover & damage one of the cam surfaces in the head & inlet cam.
Something to watch if you own this model I guess.
A simple piece of foam in the breather hose may have stopped the expensive failure.
