That domed part needs to be squeaky clean as does the bottom lip where that domed part will mate. Make sure you assemble correctly to center and level that domed circle in the bottom of the fork. When you go to tighten the bottom bolt, have the springs out and fork tubes fully compressed.

No, It came with the bike. Just has an HVA decal on it.

Brings back memories of the two I had. I have one left in parts.

Seeing the tank is aluminum, I say skip the paint and ride it as is.

I say paint it white and get the proper decals for it.
