Yes, I believe they didn't think machining it was feasbile...or at least they didn't think it was the best way to go. As I think I was the first person with Strada to do a front rim with a RAD hub--one of the Woddy's staff said they went to a local dealer to look at a Strada (or talk about it with somebody) and came to that conclusion. The spacer arrangement and fine-tune of the spokes meant I get to use a single anxle when I'm in Terra/Woody's or stock Strada wheel mode.
Thanks. I just heard back from Woodys and they said the axle was too hollow to turn down. (Seems weird, because it should be as thick as the rest of the axle, right?) Anyway, they said this: ...we had to get the bearing down further into the hub, the same distance that the shoulder of the axle, only way to do is to machine the bore of the hub so that bearing can go in further. At the same time would have to shorten the internal spacer. May need to make some adjustment to spokes to get rim offset centered in forks. That sounds like a major headache to me, so I'm not sure what I'm going to do.
3 years since I posted to this thread, but for the sake of completeness--I thought I'd share that I just had a 17" BMW F650GS wheel upgraded to an 18" unit by cutting off the spokes, tossing the rim, and sending Woody's the hub. I did it partly because the combination of a 21" front and 17" rear was throwing ABS error codes the more I wore down the tread, partly because I'd rather not have to drop front forks down as much to adjust the ride height, and partly because I wanted my wheels to match colors. So, $590 later (plus the donor $350 hub) I had Woody's Wheelworks re-lace the hub with super-stout spokes and connect it all to a 3.5" wide 18" Excel rim and anodize the rim black. I thought a big about perhaps painting or powder-coating the hub, but couldn't do it in a way I thought would look and stay looking good. Regardless, I think this is the only 18" F650GS hub with ABS out there. Can't wait to shoe on a Heidenau K60 Scout and take the Terra-fied Strada to Alaska this summer!
The error codes are due to the fact the Dash has settings for wheel size which the ABS reads. There are 2 ways to correct it, either the dash is recoded to set correct wheel size or work out a different tone ring for the wheels. Without that ABS will not work correctly.

I can confirm, when I replaced my Strada wheels (17/19) with a set of TR650 spokes (18/21)... never had an error code, nor did I have to reset anything. If people get a error I suspect it's because they are running something other than these two prescribed wheel combos.
Note that ALL the ABS TR's had 17" rear wheels. So, using 18/21 wheels with ABS may throw an error depending on tire sizes and overall diameter. The 2 factory wheel combos with ABS were 17/19 and 17/21. https://www.tacomaworld.com/tirecalc?tires=140-80r17-140-80r18 The Terra 17 to 18 difference with stock tires are just under 4% different. Possibly this is within the working parameters of the ABS system. I believe there was a TR owner that went through this and found varying the air pressure in the tire could end up causing an ABS error on his bike.
Your speedo will be out and the ABS will be less than optimum in the way it is operating, both read the same set of parameters in the dash
