according to what I read the 250 was very changed in 92 with the intent of using the design for the 250 360 which is actually a 350 to have a new and adaptable platform
it was the 360 that caused the change

The part numbers are different, that is the clue, lots of other parts are shared 250 and 360.

    WR250 CASES 8000 86872 Year 2000
    WR360 CASES 8000 89368 Year 2000

those numbers are for complete bottom ends not cases

Yes i know, but if they are the same cases why the different part numbers ??

    8000 30728 Seal Ring (360) 25x40x7mm
    8000 83590 Seal Ring (250) 32x40x7mm

    There is one difference :)

well for starters if any part is different they get a new "assembly" part number, question is why they don't sell just the cases??
guess there's no money in that :(
the numbers you list are crank seals, different crank would do that
what gets me is part number 17 is 8000 78788 for the 250 and 8000 78788 for the 360
guess there was a design change in engineering
part number 32 a washer only exists in a 360
