I have built racks for a few bikes. Materials... 19mm x 1.6mm 4130 for major structures. 16mm x 1.2mm 4130 for minor structures. Side racks such as these can be done in the lighter material. A small amount of 20mm x4mm or 20 x 6mm bar and/or 16-20mm round bar may also be required for mounting the rack. 4130 requires post treatment... or flame weld it (my preference) as this was what 4130 was designed for. An alternate (and economical) material is high tensile mild steel. I don't recall the specification, but what you'd be looking for is usually cold drawn 1020. Use the same material dimensions as for the 4130.
