Yes I think the blinding neutral is often a fuel injection signal but check connectors - especially to the CPU.
I think a light that blinks with a clear pattern does indicate a stored code. That said it's been my experience (and that of many here) that the light blinks anyway...nearly all of the time. Mine sure does, and I have no codes.
